OPENING THE VILLAGE LAW AND HAM SERVICES, Posyankumhamdes SE – BALI.


Deteksipost.com – Bali, 21 July 2020 Minister of Justice and Human Rights Yasonna H. Laoly together with the Governor of Bali I Wayan Koster inaugurated the Establishment of the Village Legal and Human Rights Service Post, located at the Gianyar Regent Bali Office.
 
The Minister of Law and Human Rights said that this program is a form of sense of crisis over the condition of the Covid 19 pandemic which requires programs and activities in handling potential legal problems.
 
While the Covid 19 pandemic is still rife, it has created a variety of economic and social problems that can become legal issues in the community, especially in the village, “said Yasonna.
 
Anticipating and responding to the potential for legal problems to arise in the Bali Era Baru in the village community, a legal service post is needed at the sub-district or village level where people who have legal problems can immediately report their legal problems.
 
The existence of Legal Service Posts at the village level will help provide quick access to legal services for villagers, “said Yasonna.
 
The establishment of Posyankumhamdes in 121 villages was preceded by the formation of a cadarkum group in at least 1 (one) village in each sub-district in all Regencies / Cities in Bali.
 
There were 13 legal counselors and 62 community guards at the Penitentiary Office (PK Bapas) who had come directly to the village to coordinate and form this cadarkum group.
 
The formation has been carried out from 15 June to 10 July 2020.
 
This Kadarkum group will run the Posyankumhamdes accompanied by the Bapas PK and Law Officers. After the Posyankumhamdes were formed, the cadarkum group would be trained as paralegals.
 
Empowerment of law-aware family groups as paralegals in providing access to justice in the form of providing first aid to legal issues for rural communities.
 
The Kadarkum group in the village will act as a paralegal who will be equipped with the ability to provide non-litigation legal aid services in the form of providing legal consultation, mediation, negotiation, and outside court assistance.
for victims.
 
Related to the formation of this Kadarkum group Menkumham emphasized that the state was present to provide respect, fulfillment, protection, enforcement and promotion of human rights sourced from the Pancasila and the 1945 Constitution article
28 verse 4.
The Posyankumhamdes provide services in the form of:
1. legal information,
2. free legal consultation,
3. public complaints
4. Free Legal Aid
5. Assistance with Intellectual Property Registration
6. General Legal Administration Registration Assistance \
7. Foreigner Control
8. Community Guidance
Aside from Law Officers and PK Bapas, this Posyankumhamdes will
accompanied by an Legal Aid Organization (OBH) that has been accredited at the Ministry of Law and Human Rights if the legal issues must proceed to litigation.
 
In addition, Posyankumhamdes will also be connected to the Yankomas Post in each Technical Implementation Unit (UPT), both prison / remand centers and the Immigration Office in Bali.
 
If there is a public complaint, the Posyankumhamdes will proceed to the Yankomas Post at the UPT to be verified regarding alleged human rights violations.
 
If there is suspicion, a Community Communication Service will be carried out, namely mediation by the Regional Office of the Ministry of Law and Human Rights. If there is no suspicion of human rights violations, then the Yankomas Post
will continue to the relevant department.
 
This village’s Legal and Human Rights Service Post is a ministry service
RI law and human rights in the village. It is expected that all villages that have Pos The Village Law and Human Rights Service will become the Law Awareness Village.
