Togar Situmorang, who is known as a tough person in life and does not know despair, managed to make his parents proud by establishing himself as a top advocate who can compete at the national level.
 
28 April 2022, Thursday successfully defended the dissertation entitled REGIONAL BOND ARRANGEMENTS AS A REGIONAL DEVELOPMENT RESOURCES and it has run smoothly and I don’t forget to thank the Examiner Team of the Promovendus Open Session, namely; Dr. Putu Gede Arya Sumerta Yasa, SH, MHum (Chairman of the Session), Prof. Dr. Ida Bagus Wyasa Putra,SH,M.Hum (Promoter/Examiner),Dr. I Ketut Westra,SH,MH (Copromotor 1/Examiner),Dr. Putu Tuni Cakabawa Landra, SH, MHum (Co-promoter 2/Examiner), Prof. Yohanes Usfunan, Drs, SH, MH (Examiner), Prof. Dr. Putu Sudarma Sumadi, SH, SU (Examiner), Dr. Gede Mahendra Wija Atmaja, SH, MHum (Examiner) and Dr. Made Gde Subha Karma Resen, SH, MKn (Examiner) and the Udayana S3 Legal Sciences Secretariat.
 
I am personally very happy to be able to complete the open examination and have officially held the title of Doctor of Law in a good and smooth manner. But this does not make me proud, of course this makes me more enthusiastic to serve the community with Legal Studies professionally.

Regional bonds are very much needed in Indonesia. This utilization is a new alternative to increase local government finances, currently not much has been done because local governments still rely on PAD and other investments or the government still feels that it has not looked for other financing alternatives.
 
In fact, considering the current developments in development and the business world, bonds have potential because they can be used to build productive regions that can increase regional finances, not being a burden for the regions.
 
The legal consequence of issuing regional bonds is that regional governments have an obligation to pay debts to creditors in accordance with the agreed time limit and nominal, both the obligation to pay the principal debt and also the interest.
 
Therefore, the use of regional investment must be pursued with full calculation, so that the region does not lose money. Real regional investment, if carried out with full calculation, can be put to good use and can increase regional capabilities in the financial sector and can increase development in areas that are beneficial to the community, besides that it can also bring benefits to the region in the long term.
 
Bonds are basically debt securities whose agreements are valid for the long term and can be issued not only by private institutions, individuals, even state-owned companies can do this, even the state can issue bonds. Regions that issue bonds, meaning that the region’s position is as a subject who owes or is in a position as a debtor.
 
Bonds issued by the government are currently booming in Indonesia. Bonds business activities are a type of business that has only been developed since 2000. With this business, business people as well as the central and regional governments can take advantage of the bond sector as an effort to obtain additional finance apart from PAD.
 
And of course this will be in line with the Bali development vision under the leadership of the Governor and Deputy Governor of Bali, namely “Nangun Sat Kerthi Loka Bali” through the Planned Universal Development Pattern towards a New Era of Bali. Which means maintaining the sanctity and harmony of Bali’s nature and its contents to realize a prosperous and happy, sekala and niskala Balinese life of manners and gumi Bali in accordance with Bung Karno’s Trisakti principles: Political sovereignty, economic independence, and personality in culture through development in a patterned, comprehensive, planned, directed and integrated manner within the framework of the Unitary State of the Republic of Indonesia based on the values ​​of Pancasila
